Delmarva Foundation is a private, independent, non-profit, 501(c) (3) organization established in 1973, founded on the principles of quality assurance and improvement for health care and human services. We fulfill our mission to “create solutions to transform health” in Florida, Maryland, the District of Columbia, Georgia, Virginia, Texas, Oklahoma, Colorado, Pennsylvania and Massachusetts. We have held the designation as a federal Medicare Peer Review Organization (PRO) since 1975.
Delmarva Foundation has extensive experience in working with Medicaid programs beginning in 1974 with the State of Maryland. Over the last 40 years we have provided quality assurance review services for State Medicaid programs directly related to developmental disabilities, aged and disabled, and behavioral health. This includes Medicaid recipients in both Fee for Service (FFS) and Home and Community-Based Services (HCBS) Waiver programs.
Since 2001, Delmarva Foundation has contracted with the State of Florida to provide quality assurance/quality improvement (QA/QI) services for persons with developmental disabilities enrolled in Medicaid Waiver programs. In Florida, our mission is “to promote a person directed service delivery system through collaborative quality improvement strategies designed to enhance the lives of people.”
Delmarva Foundation expanded QA/QI services for persons with developmental disabilities to the state of South Carolina, Department of Disabilities and Special Needs in 2007-2010, to the State of Georgia, Division of Developmental Disabilities in 2008- current, and to the State of Virginia in 2015. In our Florida and Georgia contracts, we subcontract with Human Services Research Institute (HSRI) to assist with inter-rater reliability, education and development of staff and technical assistance in quality improvement initiatives.
Quality Assurance and Quality Improvement are at the core of Delmarva Foundation’s mission. We hope to effect changes in public policy and the provider community consistent with our vision, to be a globally recognized leader in advancing quality through enhancement of community support systems.
The Florida Statewide Quality Assurance Program (FSQAP) is funded through the Florida Agency for Health Care Administration (AHCA) in cooperation with the Agency for Persons with Disabilities (APD). Funding for FSQAP does not impact the funding for services provided to individuals with developmental disabilities through the state’s Home and Community Based Services (HCBS) waiver.
