Project Description

The Florida Statewide Quality Assurance Program (FSQAP) for Developmental Disabilities Home and Community Based Services Waiver (HCBS) represents a departure from typical, program-based developmental services systems. This program measures the success of services and supports from the individual’s perspective. The goal of this person-centered approach is to enhance the quality of services for people living with developmental disabilities.  The hope is that people drive their own services.

We partner with all stakeholders, including people receiving services, their family members, service providers, APD, AHCA, Maximus, APS and others.

Our consultative process is centered on personal interviews with individuals. Consultants interview individuals to learn about their personal goals and expectations about their lives in areas such as health, safety, rights, choice, identity, community involvement, and relationships. The personal interviews are also used to find out about each person’s satisfaction with their supports and services.

We include provider performance evaluations. These reviews include on-site consultations and follow-up visits or Provider Desk Reviews. We look for the extent to which these services support individuals with disabilities to live everyday lives in their communities.  We offer technical assistance during the consultations and follow-up activities to enhance the way providers bridge the gap between individuals’ preferences and how services are provided. The data collected through the individual interviews and provider performance reviews is analyzed for trends and patterns regarding the use of Medicaid and Community services.

We also provide educational sessions throughout the Florida to individuals, their families, service providers, and APD staff to further enhance service delivery and individuals’ ability to self-advocate.  Additionally, online training modules include a wealth of information available on a variety of topics.  These modules may be used by anyone seeking further information.
